Turning the Wheel is the three eyed Yama 'The Lord of Death. The innermost circle contain a pig, rooster and snake; symbolizing the three passions - delusion, greed and hatred respectively. The next band shows souls rising and falling according to their deeds. Outwardly, we come to the six realms and then the twelve links. Outside the Wheel
On most depictions, on the upper portion sits the Lord Buddha in his meditative equipoise, offering a rainbow bridge of escape from the constant cycle of birth and death
